Phil is a senior strategic leader, consultant and intelligence specialist bringing over 30 years of experience within law enforcement at local, regional and national levels to the Network
Phil finished his police service as an Assistant Chief Constable in Leicestershire Police, having also served with Northumbria and West Midlands Police.
A qualified strategic commander for firearms, public order, major incidents and CBRN events, Phil has significant multi-agency command experience, managing numerous critical incidents and major events including the Rugby World Cup, Champions League football and the reburial of a King!
Nationally, Phil was the police service lead for intelligence, working with the College of Policing as a Strategic leadership Advisor and as programme Director, successfully leading the Specialist Capabilities transformation programme.
