Kelly has led multi-agency crisis response frameworks, interoperability strategies, and national resilience programs for security, emergency services, and critical infrastructure sectors. She has extensive experience in simulation and scenario-based exercises, ensuring organizations and governments can effectively respond to complex crises. She previously led a national Health Emergency Management (HEM) capability program, developing structured frameworks for government agencies and responders.

Kelly has also developed and delivered national resilience programs for government agencies, including Continuity of Government (CoG) initiatives, strengthening operational resilience and leadership continuity. Her work in capability building, resilience strategy, interoperability, and emergency response planning has directly influenced national and international policy development.

As a Global Board Director at the Business Continuity Institute (BCI), Kelly oversees global transformation initiatives, professional standards development, and governance. She is an expert committee member for the British Standards Institution (BSI) and the International Organization for Standardization (ISO), shaping resilience frameworks that impact thousands of organizations worldwide.

With expertise in capability building, crisis simulations, national resilience, and resilience and business continuity capability reviews and auditing, Kelly is a qualified Lead Auditor for ISO 22301, supporting organizations in achieving resilience excellence. She led the COVID-19 National Response Initiative and contributed to the UK Government's Cyber Pathfinder Programme, enhancing national crisis preparedness and the implementation of NCEMA 7000 in the UAE.

A sought-after speaker at international forums, including the Risk, Emergency, and Business Continuity Management Forum, Kelly's work bridges policy, strategy, and operational resilience.

Her academic background includes executive leadership training from Oxford University and MIT, with expertise in evidence-based methodologies, national resilience strategy, risk analysis, and applied AI tools for resilience planning and training simulations.
