A first-class maritime consultant (shipping & renewables) specialising in safety management, emergency planning and emergency response, Dave is a determined, reliable and effective project manager with considerable expertise in strategic risk, tactical planning and inter-agency operational cooperation.
Dave specialises in developing, testing and reviewing emergency plans for risks including those associated with major public events, significant transport, national and local contingency plans and has led the UK's development of a national policy for Incident Command in the maritime domain. In addition he has supported contingency planning in national counter terrorism activity at sea, coordinating a range of operational capabilities working within this complex area.
Providing advice and support to Government, Dave routinely advises ministers and officers within the Department of Transport where he recently completed a secondment amongst other activities, supporting the Transport Select Committee in the UK Parliament.
As part of an offshore firefighting & rescue team since 1996 Dave has attended/commanded many fire & pollution incidents at sea as well as alongside holding responsibility for the UK Maritime Incident Response Group (MIRG) whilst seconded to the Maritime & Coastguard Agency. This role includes the management of UK Fire & Rescue response to fires and chemical release incidents at sea as well as providing strategic support and advice to the Secretary of State’s Representative (SoSRep).
Dave has a great track record developing high impact technical and policy guidance most recently drafting the 'Integrated Offshore Emergency Response – Renewables' Guidance (IOER-R) with the Offshore Renewable Energy Emergency Forum and was a key stakeholder in the development of a European Union collaboration to develop an interoperable marine firefighting capability for which he planned and delivered major exercises across partner states
