Alicia is a seasoned emergency manager whose experience in human-centered design, disaster resilience, exercise development, and facilitation has helped jurisdictions around the world focus on strategic foresight and building actionable change.

Currently serving as the Director of Emergency Management at the University of California - Berkeley, Alicia has previously worked with cities and counties throughout the United States. She is also Principal and CEO of a consulting firm focusing on the intersection of emergency management and organizational resilience and offers this same level of expertise through RAN.
