Dr. Akgungor graduated from the Department of Political Science and Public Administration at Galatasaray University. He holds an M.A. and a Ph.D. degree in Political Science from the Grenoble Institute of Political Studies, UPMF. His main research interests lie in the social and political dimensions of risk and disaster issues, including decision making and policy processes, as well as risk perception. He is the author of various scientific publications, including the first disaster sociology study of Turkey and an extensive sociopolitical analysis of the major earthquakes in this country.

Dr. Akgungor worked as a full-time professor prior to his decision to put his knowledge and skills into practice in a more dynamic and field-oriented environment. While still occasionally lecturing at universities, he works as a consultant and trainer since 2011, mainly for the private sector by conducting business continuity assessments, developing and delivering customized training, providing support in resilience capacity building. Through his work, he gained particular expertise in designing, developing and implementing public disaster awareness training curriculums. His latest work in this domain brought him expertise is disability inclusiveness and design-for-all approach in the disaster context.

As one of the most senior members of Turkey’s first search and rescue organization, Caglar Akgungor had front-line experience since 1997 serving as a volunteer rescuer, deployed in major disasters and rescue operations. He has also been heavily involved in his team’s preparation for the INSARAG recertification process and has a good knowledge of the UN-OCHA and EU-ECHO mechanisms. He is also a highly experienced emergency communications operator, certified by the ARRL.
